Made in Canada vs Assembled in Canada: What the Labels Mean

Introduction

More people are checking where their stuff comes from before they buy it. That is a reasonable thing to want to know, and it is also a surprisingly hard thing to find out, because the labels that answer the question are not all saying the same thing.

"Made in Canada," "Assembled in Canada," "Designed in Canada," and "Canadian company" look interchangeable on a product page. They are not. Two of them are regulated claims with specific numeric thresholds. One of them is a manufacturing step that says almost nothing about where the parts came from. One of them is a statement about the business, not the product at all.

I make things in Canada — 3D printed mounts, stands, organizers, and coffee machine parts — so I have spent an unreasonable amount of time reading the Competition Bureau's guidance on this. This guide is what I wish existed when I started: the actual rules, in plain language, plus a short checklist for verifying anyone's claim, mine included.

The two regulated claims, and what they require

The Competition Bureau enforces country-of-origin claims under the Competition Act, the Consumer Packaging and Labelling Act, and the Textile Labelling Act. For non-food products, two claims have defined thresholds.

"Product of Canada" — the 98% claim

To label something a Product of Canada, all of the following must be true:

  • The last substantial transformation of the product happened in Canada.
  • At least 98% of the total direct costs of producing or manufacturing the product were incurred in Canada.

That 98% is a high bar. It covers materials, labour, and the direct costs of production. In practice, very few manufactured goods with any electronic or metal hardware content clear it, because the raw inputs — filament pellets, screws, magnets, bearings, circuit boards — are frequently imported even when every step of production is domestic.

"Made in Canada" — the 51% claim plus a qualifier

To label something Made in Canada:

  • The last substantial transformation happened in Canada, and
  • At least 51% of total direct production costs were incurred in Canada, and
  • The claim is accompanied by a qualifying statement when the product contains imported content — for example, "Made in Canada with imported parts" or "Made in Canada with domestic and imported parts."

That third condition is the one most often skipped. A bare "Made in Canada" with no qualifier is an implicit claim that there is no significant imported content. If a seller uses imported hardware and does not say so, the claim is incomplete.

What "substantial transformation" means

This is the concept doing most of the work in both definitions. A substantial transformation is a change that turns a good into a new and different article — different name, different character, different use. Melting filament into a finished mount is a substantial transformation. Putting a finished imported mount into a Canadian-printed box is not.

The claims that are not regulated thresholds

"Assembled in Canada"

This one is genuinely different, and it is the most commonly misread label on the list. "Assembled in Canada" describes where the final assembly step took place. It carries no minimum domestic content percentage. A product built entirely from imported components, snapped together in a Canadian facility, can accurately say Assembled in Canada.

That is not deceptive — it is a true statement about a real step in the supply chain. But if your goal is supporting Canadian material sourcing and manufacturing rather than Canadian assembly labour specifically, it is not the same signal as "Made in Canada."

"Designed in Canada"

Says where the design work happened. Nothing about manufacturing. A product designed in Vancouver and injection-moulded overseas is accurately Designed in Canada.

"Canadian company" / "Canadian owned"

A statement about the business entity, not the product. A Canadian-owned company can and often does sell imported goods. Both facts can be true at once, and neither implies the other.

None of these four are dishonest labels. They are just answering different questions than the one you are probably asking.

A two-minute verification checklist

You do not need to take anyone's word for it, including mine. Here is what to actually check on a product page.

1. Look for the qualifier. A "Made in Canada" claim on a product with obvious hardware content — screws, magnets, electronics — should say something about imported parts. Its absence is worth a question.

2. Check whether the claim is on the product or the brand. Site-wide "Canadian company" banners with no per-product origin statement usually mean the origin varies by product. Look for origin stated on the individual listing.

3. Look for manufacturing specifics. Sellers who genuinely produce domestically tend to be able to describe how: the process, the material, the city. Vagueness where specificity would be easy is a signal.

4. Check the shipping origin. A Canadian storefront that ships everything from an overseas warehouse with two-to-four week delivery windows is reselling, whatever the branding says. Domestic manufacturing generally means domestic shipping times.

5. Ask. This is the fastest one and almost nobody does it. A seller who makes their own products can answer "where is this made and what is imported" in one email. A seller who cannot is telling you something.

Where this lands for 3D printed accessories specifically

I will apply the checklist to my own work, since it would be a bit rich not to.

The filament is the honest complication. Most 3D printing filament sold in Canada is manufactured abroad or extruded here from imported polymer feedstock, and the same is true for the fasteners and magnets used in some mounts. For any product where imported material or hardware content is significant, "Made in Canada with imported materials" is the accurate phrasing, and that is the standard I hold my own listings to.

This is worth saying plainly because the alternative — sellers competing on who can make the boldest unqualified claim — is bad for everyone who actually manufactures here. The claim means something only as long as it is used carefully.

If you want the shorter version of what domestic 3D printed production actually gets you: parts that ship in days rather than weeks, replacement parts that stay available after the original product line is discontinued, and the ability to ask the person who designed the thing why it is shaped the way it is.

Categories where domestic small-batch production makes the most sense

Not everything benefits from being made locally. Small-batch domestic manufacturing tends to win in categories with high variant counts and low unit volumes — exactly the categories mass production handles badly.

The common thread is that these are all products where "one size fits most" produces something mediocre, and where the tooling cost of mass production never pencils out against the number of units anyone will actually buy.

The short version

"Product of Canada" means 98% domestic direct costs. "Made in Canada" means 51% plus last substantial transformation here, with a qualifier when imported content is significant. "Assembled in Canada" has no content threshold at all. "Designed in Canada" and "Canadian company" describe the design work and the business, not the manufacturing.

If a claim matters to your purchase, check whether it is qualified, whether it is stated per product, and whether the seller can describe how the thing is made. Two minutes of checking separates the claims that mean something from the ones that are doing marketing work.
